Portland's "Arts Tax" comes up short: Two-thirds of city residents still have not paid

The Portland Tribune reports that the city has collected only $4.25 million of the $12 million hoped for in its outrageous forecast of revenues from the so-called "Arts Tax."

Based on the city's numbers, that means that just about two-thirds of the city's residents haven't paid the tax so far. … And there's a little over a week to go before the penalties kick in.
